No, people who are comfortable without the mask or comfortable being vaccinated, shouldn't be required to wear their mask, and people who want to wear the mask obviously have that choice. I think the government should recommend masks but shouldn't require them.

No, let the public transportation companies decide that. And masks shouldn't be mandated unless the government gives people with low-income free or affordable masks.

No, the government should recommended vaccinations and remove any liability protections for the unvaccinated (unless they have a medical reason they cannot be vaccinated)
